The did not have any timeouts remaining. Prior to the snap, the Broncos were flagged for delay of game. They can enforce this from the 2 to 7 (continuing the 2-point play) or from the 15 to 20 (for a kick). The kick was no good, but the Bears were offside. The Broncos option is to assess from the previous spot (20 to 15) or
the other try spot (2 to the 1). The Broncos opted to go for 2 again, so they get the ball on the 1-yard line. In this case, the original delay of game penalty is lost.
