i think there are certain GMs who just want to be assholes, because 1) they don't even want to sign the player, and 2) they don't want you to have the player

Thats the best tactic to counter the "I will outbid you on a player just because I want you to spend more" concept though, let them have the players on the payroll until the last minute. Or let them have em period, if you really never wanted that player that badly.
